Cute but big

Got this top in a size medium and it was loose on me. I never wear a small as I have 34D chest 39", and a 29" waist but I wish I went down a size. The style is cute but the fabric is kinda weird. I wish it was softer like how it looks in the picture but it's a stiff synthetic fabric.
